If you are also using Clever Manufacturing Plus then a new Comment Source option will be available on the Comment Types Page which allows users to be able to define the Inheritance Rules for Tools.
This allows for comments against the new Tool pages in Clever Manufacturing Plus to be inherited to Routing Tool Comments, Routing Version Tool Comments, or Production Order Routing Tool Comments.
